Unfortunately, for all of us, it does not necessarily mean that they are proactively managing their computers. This only makes the Internet and Computer Security for those who do proactively manage their computers and computer networks more critical and less secure. There is a balancing act to balance computer security with usability but it is becoming more important that everyone become more secure.
